FRED is Fire, Release, Explosion, Dispersion hazard consequence modelling package.


FRED (Fire, Release, Explosion, Dispersion) это программный пакет компании Shell (подразделения Shell Global Solutions) для количественной оценки последствий пожаров, утечек, взрывов и дисперсии. Программный комплекс включает в себя хорошо известные модели «Желтой книги» TNO, а также более точные модели, основывающиеся на исследованиях и полевых испытаниях, проведенных Торнтонским исследовательским центром. Валидация моделей физических явлений.
FRED позволяет детально (в том числе и графически непосредственно на карте GIS или спутниковых снимках района размещения предприятия) анализировать разнообразные физические явления аварий, в том числе:
  • Выбросы жидкости и пара из работающего под давлением оборудования, приводящие к распространению облака горючих газов;
  • Горение облака газов в результате задержки воспламенения выброса горючих веществ;
  • Горение струй углеводородов в результате воспламенения выбросов из работающего под давлением оборудования либо немедленно (воспламенение вызывает причина утечки), либо с задержкой (воспламенившееся облако газа распространяется до источника утечки с образованием струйного горения);
  • Горение жидкости, разлившейся в результате утечки из резервуаров, технологического оборудования или трубопроводов;
  • Усугубление аварийной ситуации с образованием взрыва типа BLEVE или разрушающего избыточного давления при разрушении работающего под давлением оборудования из-за воздействия пламени или превышения допустимого давления;
  • Избыточное давление взрыва в результате разрыва резервуара или взрыва типа BLEVE;
  • Избыточное давление взрыва на участках с плотным расположением технологического оборудования;
  • Избыточное давление взрыва на изолированных участках и участках с плотным расположением оборудования, например, на участках технологического оборудования в зданиях.
Текущее состояние: FRED в настоящее время регулярно обновляется и распространяется Shell Global Solutions (подразделением HSE Consultancy team) как отдельный программный продукт, так и как часть более сложного пакета для моделирования предприятия в целом – SHEPHERD.

Task analysis is a fundamental methodology in the assessment and reduction of human error. Hierarchical Task Analysis is a systematic method of describing how work is organized in order to meet the overall objective of the job. It involves identifying in a top down fashion the overall goal of the task, then the various sub-tasks and the conditions under which they should be carried out to achieve that goal. In this way, complex planning tasks can be represented as a hierarchy of operations - different things that people must do within a system and plans - the conditions which are necessary to undertake these operations. Hierarchical Task Analysis commences by stating the overall objective that the person has to achieve. This is then redescribed into a set of sub-operations and the plan specifying when they are carried out. The plan is an essential component of HTA since it describes the information sources that the worker must attend to, in order to signal the need for various activities. Each sub-operation can be redescribed further if the analyst requires, again in terms of other operations and plans.
